The executive branch understands and appreciates
the scholarship
behind the operations
They are like experiments
Testing theories
providing insights
yet capable of being imperfect
The executive branch has to balance
advancing free thought and science on the part of its' intelligence community
with it's protections mandates
It's a tough puzzle
